A re-published version of the 1959 "The Efficiency of Freedom," Report of the Committee on Government and Higher Education is presented. After a 2-year study (designed to define relationships that should properly exist between public officials and state institutions of higher education, identify the principal areas in which state control over higher education has appeared to exceed proper limits, and suggest remedial lines of action) the Committee came up with a variety of findings that are as relevant to the panoply of relationships between state governments and public colleges and universities today as they were when "The Efficiency of Freedom" was originally published. If anything, the committee's insights carry more force in the mid-1980s than was true in an era when there were far fewer public postsecondary institutions, state bureaucracies were much smaller, and the federal presence on the higher education landscape could scarcely be discerned. Three chapters are as follows: (1) the tradition of freedom; (2) the growth of state control; and (3) avenues of reform (what higher education can do, and what the state can do in terms of legislatures, governors, budgeting, purchasing, auditing, personnel, and building).
