The Honolulu Primary Counseling Project (HPCP) is a pilot, 3-year juvenile delinquency prevention program which emphasizes early identification of and intervention in children's adjustment and pre-delinquent behavior problems. The ultimate goal is to decrease the incidence of juvenile crimes. The project had three broad project goals: (1) to develop and implement at five high-risk elementary schools a comprehensive counseling and support services program; (2) to establish and strengthen family-school relationships for families with children participating in HPCP; and (3) to establish and strengthen family and school linkages to community agencies that provide services to target students and their families. The HPCP used a direct intervention approach with a multi-disciplinary team concept. There was emphasis on early identification, counseling, and supportive services for the student as well as for the students' family. Analyses of demographic data indicated that almost 70 percent of the HPCP students were male and that there was wide variability in the number of years students' families had resided in the locality. The accomplishments of HPCP in its second year mirrored that of the first year with the program providing a variety of in-service training experiences; identifying students with adjustment problems; and implementing the program by early fall in all five targeted schools. Further integration of HPCP with existing school personnel and activities and attempting to assess student progress independently is recommended. (The HPCP instrumentation forms are included.) (ABL)
