Research was conducted to determine whether Job Training Partnership Act (JTPA) services were being targeted to those most in need, to identify which participants got which services, and to identify associations between characteristics, services, and outcomes. Data were obtained on 5,300 youth from a random sample of 63 service delivery areas. The study focused on out-of-school youth and used analysis similar to an earlier adult study. Among the findings were the following: there was little evidence of targeting services to those with the greatest need; services to out-of-school youth were occupational training for 53 percent of the group, nonoccupational training for 26 percent, and job search assistance only for 21 percent; black male high school graduates were about two-thirds more likely than white male high school graduates to receive job search assistance only and about half as likely to receive training for moderate or higher skill occupations; a similar pattern was found between white and black females, although the differences were not generally as great as for males; the proportions of Hispanics receiving various services were roughly similar to the proportions of whites receiving those services; out-of-school youth often received longer on-the-job training for lower skill jobs than the maximum typically needed for such positions; and over three-fourths of out-of-school youth achieved positive outcomes upon termination from JTPA, with nearly two-thirds placed in jobs and 13 percent in other positive situations such as entering the armed forces, an apprenticeship program, or other schooling.
