Research was conducted to determine the extent to which the states have been able to spend their Job Training Partnership Act (JTPA) 3-percent set-aside funds for assistance to economically disadvantaged workers 55 years old and older, to compare the expenditure rate of the older worker set-aside with the expenditure rates of other JTPA programs, and to determine the extent to which older workers are being served by JTPA. Data were obtained from the Department of Labor; the National Association of State Units on Aging; the National Council on the Aging, Inc.; the National Governors' Association; and the Congressional Research Service. No attempt was made to verify the accuracy of the data, but data from multiple sources were compared. Among the findings were the following: the states have not fully expended the 3-percent set-aside funds for older workers, but the expenditure rates have increased from an initial 28 percent in transitional year 1984 to 70 percent in program year 1988; the expenditure rate was similar to that of the dislocated worker program, but substantially lower than the Title IIA program and the Title IIB summer youth program; and, overall, about 11 percent of all adults terminating from JTPA in program year 1987 were older workers.
