A study was conducted to assess the potential use of available supply/demand data in planning for secondary vocational education programs in Tennessee. Literature was reviewed for ideas and an analysis was made of the data in the Tennessee Occupational Information System (TOIS). In addition, expert opinion was collected from a selected group of 12 vocational educators on ratios of supply/demand with respect to planning total secondary vocational education enrollment. The review of literature revealed a number of limitations to the use of work force data and also special precautions to observe when working with supply/demand data. An analysis of the TOIS database provided a graphic illustration of the secondary vocational programs with respect to the level of supply of graduates versus demand at the time data were collected. In addition, it was found that selected vocational educators had very definite ideas on what the ratio of supply to demand should be for selected programs of secondary vocational education. The study concluded that the specific use of supply/demand data for planning secondary vocational education is a difficult process. Part of the difficulty results from the lack of definitive data on entry-level occupations toward which most programs are directed. Closer working relations between data collectors and users can make the data more useful, and recommendations are made to increase such relationships and also to plan for under- or oversupply of various types of jobs.
