This study of the status of public education in the United States attempts to determine the implications for Union Carbide and recommends a role for the corporation in addressing national education issues. The report focuses on how well the education system is meeting the economic interests of our country and the company. The following chapters are included: (1) "Evaluating the Status of Education"; (2) "Implications of Findings"; (3) "What Needs to be Done"; (4) "Obstacles to Change"; and (5) "Proposed Union Carbide Response." The task force's research indicates that there is a critical problem with the American educational system and it is much misunderstood, and that there is a need for drastic systematic reforms. Union Carbide's proposed role in reforming education includes the following components: (1) a powerful information campaign to change public attitudes toward education; (2) a leadership role in creating a national coalition to establish educational goals; (3) demonstration programs of school reform in two Carbide communities; and (4) an internal information program to raise employee awareness of the education issue and to encourage parents to become more active in their children's schools. A list of 41 notes is included, along with a description of the research process. Synopses of 14 speeches from the Union Carbide Corporation Forum on Emerging Education Issues are presented. (JS)
