This document comprises an evaluation of the first-year implementation of the New York City Board of Education's three-year Dropout Prevention Program (DPP), implemented in 10 high schools and 29 middle schools; and the Attendance Improvement Dropout Prevention (AIDP) program, implemented in 3 high schools. Two intervention models were implemented in the middle schools, one that employed Board of Education personnel only (Project Connect) and another that employed personnel both from the Board of Education and community-based organizations (CBOs). The following intervention models were implemented in the high schools: (1) a systemic model, which attempted to serve at-risk students by strengthening a school generally; (2) a case-management model, which targeted services directly to selected at-risk students; (3) a modified systemic model; and (4) a modified case-management model. Information was collected from field observations, interviews with key school and CBO staff, a student survey, and student and budget files provided by the Board of Education. Recommendations for improvement focus on strengthening the role of the Board of Education, increasing communication between administrators, staff, and CBO personnel, and improving service targeting and implementation. Statistical data are included on 7 tables and 52 graphs. A glossary is appended. The following six appendices are included: (1) School-Based Case Management Middle Schools; (2) CBO Case Management Middle Schools; (3) Systemtic High Schools; (4) Modified Systemic High Schools; (5) Modified CBO High Schools; and (6) Pure CBO (Operation Success) High Schools.
