This guide to the development of reading and reading-related materials for newly literate individuals is designed for use in developing nations in the Asian Pacific region with relatively large neo-literate populations who may have little opportunity to practice and improve literacy skills. The guide consists of three sections. The first section addresses the theory and principles of producing materials for this population. The first chapter discusses the importance and characteristics of materials for neoliterates and the second chapter takes a theoretical look at the framework, objectives, approach, contents, and methodology of neo-literate materials. The second section is concerned with the development and production of materials, and includes chapters on the following: (1) data needed for material development; (2) selection of theme and format; (3) procedures for development of print, non-print, electronic, and game materials; (4) production of printed materials; and (5) selection of existing materials. The third section contains chapters on the administration, distribution, utilization, and evaluation of materials. Appendixes contain statistical data on literacy in both developing and developed nations, including the Asian Pacific region, and bibliographies on adult education in Asia and the Pacific and on simple teaching and learning materials.
