This conference report on the Library Services and Construction Act Amendments of 1990 includes the text of a substitute amendment agreed to by a committee of House of Representatives and Senate members. Amendments are presented for the following sections of the act: (1) Short Title; References; (2) Definitions; (3) Authorization of Appropriations; (4) Allocations; (5) Antidiscrimination Provision; (6) Resource Sharing Coordination; (7) Maintenance of Effort; (8) Education Research Library; (9) Intergenerational Library Services; (10) Childcare Library Outreach; (11) Library Literacy Centers; (12) Drug Abuse Prevention; (13) Use of Title I Funds; (14) Ratable Reductions of Major Urban Resource Libraries; (15) State Annual Program; (16) Technology Enhancement; (17) Preservation Objectives in Construction; (18) Resource Sharing; (19) Preservation Cooperation; (20) Maximum Grants under Title V; (21) Library Literacy Grants; (22) Evaluation and Assessment; (23) Family Learning Center Programs; (24) Technical Amendment; and (25) Effective Date. The most extensive amendment describes the purpose, funding, and applications for new programs to establish Family Learning Centers in local public libraries and state Library Literacy Centers. Differences among the original House bill, the Senate amendment, and the compromise amendment are noted in an explanatory statement. (MES)
