The North Texas Community/Junior College Consortium (NTC/JCC) was established in 1989 to conduct interinstitutional research and staff development projects, develop grant proposals for member colleges, serve as a medium for communication and networking, and seek and administer grants. The consortium is affiliated with the Department of Higher and Adult Education at the University of North Texas, and includes all 19 community college districts in North Texas in its membership. The consortium is administered by an executive director, a board of directors, and a steering committee. Each consortium member pays an annual membership fee, including a fixed fee of $1,500 and an additional variable fee based on reimbursable contact hours. During its first 7 months in operation, the consortium conducted a number of projects, including workshops on "Experiential Learning, Classroom Research and Collaborative Teaching" and "Classroom Research: Finding Out How Well Our Students Are Learning What We're Teaching," a faculty needs assessment conducted on 15 member campuses, a conference on "The Core and the Cannon: A National Debate," and the initiation of a research project to assess the effectiveness of developmental education. Those interested in establishing a similar regional consortium should: (1) begin by seeking the support of the presidents/chancellors targeted for the partnership; (2) employ at least one full-time professional to administer the program and raise funds; (3) develop programs based on expressed needs; (4) start off with one or two highly visible and successful projects; (5) keep participants informed of progress; and (6) develop sound accounting and evaluation systems.
