There are hundreds, perhaps thousands, of school districts across the nation operating under court orders to desegregate their schools. The cost of complying with these court orders runs into the hundreds of millions of dollars each year, and thousands of people are charged with overseeing the effective use of these dollars. This book is based on the philosophy that court orders must address the concerns that usually underlie the rationale behind a desegregation lawsuit: not just to ensure that certain children or groups of children intermingle, but to increase the chances that all children will receive an education that will enable them to lead constructive lives. Specifically, the five sections of this book detail ways of making the compliance review monitor's effort productive and successful; particularly the review must ensure that the schools covered by the desegregation court order are in compliance with the mandates of the court. The sections cover: (1) the process of desegregation litigation; (2) definitions of desegregation and integration; (3) methods of desegregation; (4) integration and educational quality; and (5) the compliance review. The appendices contain samples of compliance review checklists and assignment sheets, various reporting instruments, excerpts from different types of reports, tips on interviewing, and hints for translating a court order into nonlegal prose.
