The last in a three-part series, this report highlights Oregon's most pressing child care needs and suggests actions to be taken to realize Oregon's commitment to children's futures, a commitment evident in the fact that 30 of the state's 36 counties have designated high quality child care as a top priority. In this report, recommendations are offered for legislation in the areas of child care for school-age children, training for home providers, subsidies for low-income families, scholarships for low-income students, changes to the Parental Leave Law, and the Oregon Commission on Child Care's funding. Recommendations are further offered concerning several unresolved issues, including fair pay for care providers, care for infants and toddlers, care for children of teen parents, liability insurance for care providers, the Oregon child care initiative, the Oregon Act for Better Child Care, and federal child care legislation. The report concludes with brief reviews of the commission's community meetings and statewide conference, its information and referral program, and the activities of the Office of the Child Care Coordinator.
