This handbook was developed to help teachers in Maine better understand and operate the state's migrant education programs. The document contains six sections describing state migrant education programs and services. In section A, "The Program Year," the following topics are included: program staff; program background and overview; policies and procedures; the Eastern Stream Center on Resources and Training; participation of private school students; school counselor and migrant students; in-service workshops; the first 10 days of school; home visits; and the teacher's schedule. In section B, "Program Basics," the following topics are addressed: teacher job descriptions; getting parents involved; parent consultation; local program objectives; state program objectives; and health program. Under section C, "Record-Keeping," the following topics are treated: records chart; storage of migrant documents; individual records; MSRTS (Migrant Student Record Transfer System) records; and program records. Section D, "Program Accountability," includes: overview of school visitations; monitoring procedures outline information, and a program review checklist; and testing and evaluation information. Section E, "Special Programs," contains materials on the following topics: the "Reading Is Fun" program; world health day; and harvest schools. Section F, "Resource Information," includes the materials on the following: school volunteer programs; Maine information exchange; and scholarships. The document includes many examples of school forms, applications, and resource materials pertaining to migrant education. (TES)
