To ensure a high-quality education for every student, close partnerships among federal, state, and local education agencies must be established. This publication focuses on several issues related to this goal, including the need to: (1) reaffirm the Federal Government's historically defined role in supporting education; (2) set a national capitalization agenda to promote technology as an integral part of learning and teaching; (3) reauthorize the Higher Education and Rehabilitation Acts; (4) seek fundamental changes in labor law and regulations preventing educational program flexibility; (5) ensure that the federal tax code continues to encourage investment in education, job creation, and cultural activities; (6) build a strong national education research program, especially to address educational improvement; (7) obtain increased federal support for literacy improvement; and (8) urge a stronger federal role in promoting cultural understanding, language instruction, development education, area studies, and international educational exchange. An appendix presents a chronology of significant dates in the history of federal involvement in education. (MLH)
