This handbook is designed to help further education colleges in Great Britain plan for those changes that will make them more flexible and learner centered. Section 1 describes the process according to which content is organized. The Current Profile Checklist in Section 2 can be used to obtain a profile of the college's flexibility and learner centeredness. This is intended to give a snapshot of the college's present orientation. Section 3 consists of the Flexibility Audit and the Action Plan. They provide for an indepth consideration of existing programs to identify where change is required and allow the college to plan for the changes to take place and to make explicit the indicators with which to judge whether the desired effect has been obtained. Section 4 contains a blank Audit and Action Plan form; a Coordinating Developments form, which is designed to help colleges make those connections where action in one section is dependent upon action in another; a completed Coordinating Developments sheet; and an Operational Action Planning Sheet to allow the college to continue in more detail from the Audit and Action Plan sheets. A list of 51 related publications is provided. (YLB)
