This report describes the activities of the Higher Education Opportunity Programs (HEOP) at the independent colleges and universities in New York State for the 1990-91 academic year. HEOP is a program that helps academically and economically disadvantaged students earn college degrees. Highlights of the report include the following: (1) in 1990-91 the state appropriated $20,113,000 to serve disadvantaged students through HEOP in 78 programs at independent colleges and universities in the State; (2) expenditures for the program increased by $10.8 million, 9.7 percent over the previous year; (3) full-time equivalent enrollment increased slightly; (4) of the 7,684 enrollees, 2,310 were freshmen severely economically and educationally disadvantaged with over 92 percent having gross family incomes under $19,700; (5) HEOP served large numbers of students traditionally underrepresented in higher education with African American, Hispanic American and American Indians substantially represented; and (6) the colleges continued to provide structured supportive services, including a prefreshman summer program, remedial, developmental and supportive courses, tutoring, and counseling. Report chapters cover program administration, eligibility and student profile, campus programs, student achievement, and program financing. Much of the document consists of extensive tables and figures. (JB)
