Through literature reviews, discussions, and a survey of members of the Council for Exceptional Children, a common core of knowledge and skills essential for entry-level special education teachers was developed, composed of 107 statements in 8 categories. The categories include: (1) philosophical, historical, and legal foundations of special education; (2) characteristics of learners; (3) assessment, diagnosis, and evaluation; (4) instructional content and practice; (5) planning and managing the teaching and learning environment; (6) managing student behavior and social interaction skills; (7) communication and collaborative partnerships; and (8) professionalism and ethical practices. Appendixes provide an overview of the process of developing and conducting the survey and analyzing responses; a summary of frequencies of responses to survey statements; and a summary listing of responder comments by survey statement.
