The purpose of this guide is to assist curriculum planners in local school districts as they develop and implement their own programs of study. The guide is written for several audiences, including: boards of education; district, school, and departmental administrators; curriculum committees; and classroom teachers. The guide begins with a brief overview of the social studies field and then introduces identifiable curriculum development tasks. Those tasks, described in Chapter 1, are the organizing principles upon which this guide is based. Following preliminary questions, establishing a rationale and evaluating the present program, curriculum developers will find cognitive and affective goals in Chapter 2. Chapter 3 introduces alternative designs for a scope and sequence that provide information for local curriculum decision making. Chapter 4 surveys a wide variety of social studies teaching techniques, followed in Chapter 5 by guidelines for the development or procurement of teaching materials. Methods to implement and evaluate the newly revised or designed curriculum conclude the development process in Chapter 6. Chapter 7 shows how the social studies curriculum development process can be used to address multiculturalism. Ten appendices are included, among them: "Statewide Educational Goals for Students 1991-1995"; "Teaching about Controversial Issues"; and "A Code of Ethics for the Social Studies Profession."
