This paper draws on data from a longitudinal comparative study of languages policy in New Zealand and Victoria, Australia, to explore the nature of school programs in languages other than English. After describing some theoretical considerations that underlie the main study, the paper presents two hypotheses that might explain the situation of languages in schools and outlines the methods used to explore these. Hypothesis One proposes that language programs are related to dominant group views of the cultured person. Hypothesis Two proposes that more recent developments are instrumentally driven. The situation in New Zealand is then described and discussed. This section includes the views of language teachers and secondary school principals based on two surveys carried out in 1991. This is followed by a brief overview of languages in schools in Victoria, and a discussion that compares the two situations. The New Zealand evidence supports Hypothesis One, but shows that factors other than jobs or other instrumental reasons are very important in contemporary programs. This paper concludes with a preliminary sketch of a model to explain these programs and some ideas for future research. (Contains 33 references.) (Author/JL)
