The report summarizes a series of four seminars in 1995 in which educators in the Albany, New York area gathered to discuss intervention to support the access and success of minority students in higher education. Participants included college, university, high school, community, and association leaders and representatives: a list is provided. Sections of the report explain the seminar process and objectives, the reason the topic was chosen for the seminars, root causes of the access and success problem, the urgency in addressing it, societal causes of the problem both within the community and beyond its control, the role of the college as a community member, the place of elementary and secondary schools in the education continuum, and the importance of parent participation in access and success. Both general and specific recommendations for action are offered in these areas: development of a conference series involving all stakeholders; increasing and enhancing community service efforts; teacher preparation; higher education marketing; a telephone hotline; a computer network of schools, colleges, and community agencies; school-university partnerships; after-school personal development programs for students; parenting skills programs; and specialty camps to provide enrichment.
