The National Parent Teacher Association (PTA) has developed standards for parent and family involvement in education in conjunction with the National Coalition for Parent Involvement in Education and in keeping with the National Education Goals of 1990. These standards are research-based and grounded in sound educational philosophy and practical experience. The standards, each of which is discussed in detail, are: (1) Communicating--Communication between home and school is regular, two- way, and meaningful; (2) Parenting--Parenting skills are promoted and supported; (3) Student Learning--Parents play an integral role in assisting student learning; (4) Volunteering--Parents are welcome in the school and their support and assistance are sought; (5) School Decision Making and Advocacy--Parents are full partners in decisions that affect children and their families; and (6) Collaborating with Community--Community resources are used to strengthen schools, families, and student learning. The research that led to the development of these standards is summarized. Research studies indicate that although the six program standards are closely related, each produces distinct and often unique gains for students, parents, and schools. Sample applications for putting each idea into practice accompany each program standard. Six appendixes include a checklist for quality indicators, an action plan worksheet, advice for developing a family involvement policy, a model policy, a bibliography, and acknowledgments.
