This report is the fifth review of the accomplishments of Washington's 32 two-year colleges under the provisions of the Worker Retraining program. The Worker Retraining program assures that jobless workers have immediate access to job retraining for a new career if they are not able to find work in their current field. It also builds the capacity of colleges to provide training in high-demand, high-wage fields. The program has served 33,387 unemployed and dislocated workers between 1993 and 1998 at the public colleges and 1,012 at 35 private career schools. Three major findings are reported: (1) the program is changing to reflect the changing face of job loss in Washington, that is, dislocated workers are less likely to come from manufacturing and more likely to be in service and retail trades; (2) workers who participate in programs are finding good jobs at high salary levels; 83% of those who left the college have gained employment, with an average salary of $10.83 per hour in 1997; and (3) colleges are providing training that is responsive to the growing need for technology workers, especially for smaller firms, where most of today's economic growth is found.
