Since 1992, Vermont has been pioneering the development of community partnerships for improving social well-being, using indicators to track success. The working definition of a community, for outcome purposes, is the area served by a school supervisory union. Vermont is divided into 60 such supervisory unions (school districts), but "community" can be defined in other ways as suits the needs of the people involved. With assistance from several national organizations, new outcomes-based partnerships have been developed, usually organized around changing specific outcomes. Some of the partnerships are collaboratives attempting to set up a continuum of services around the outcomes, and others are more highly structured, with staffing to pull things together. This report supplies background on the partnership initiatives, explains how the partnerships work, and outlines the state's progress using results-based accountability developed by the partnerships. A case study illustrates a partnership in action. An afterword by Mark Friedman gives a broader context to the results-based accountability and community partnership movement in the United States. Appendixes discuss outcome indicators in Vermont and describe the partnership operating in the town of Barre. (Contains 21 graphs and 3 tables.) (SLD)
