This collection of conference papers examines some of the broad issues as well as specific institutional approaches to postbaccalaureate certificate programs. The first paper, "A Survey of Graduate Certificate Policies, Procedures, and Programs" (Wayne Patterson), reports on a survey of the members of the Council of Graduate Schools (CGS) and their stand on graduate certificate programs. The next four papers analyze programs at specific institutions and illustrate the considerations and challenges presented by certificate programs; they are: (1) "Graduate Certificates at Indiana University and Considerations for Graduate Educators" (Sheila Cooper); (2) "The NJIT Graduate Certificate Program" (Gale Tenan Spak); (3) "Graduate Certificate Programs at Arizona State University" (Bianca L. Bernstein); and (4) "Graduate Certificate Programs at the University of Colorado-Boulder" (Carol B. Lynch). The final paper, "Graduate Diplomas and the Ontario Council on Graduate Studies Appraisal Process" (David Leyton-Brown), analyzes ways bring nondegree graduate study into the appraisal process. Six appendices present data on and brief descriptions of the member institutions of the CGS that have certificate programs, an overview of the New Jersey Institute of Technology graduate certificate offerings, together with a profile of the 1997 class, and the approval process and primary elements of certificate programs proposals at Arizona State University.
