This Kids Count data book examines statewide trends in the well-being of Texas' children. The statistical portrait is based on 15 indicators of children's well-being: (1) percent low birthweight babies; (2) percent mothers receiving little or no prenatal care; (3) infant mortality rate; (4) child death rate; (5) teen violent death rate; (6) percent births to teens; (7) births to single teens; (8) juvenile violent crime arrest rate; (9) child abuse and neglect; (10) child Medicaid enrollment; (11) children in families receiving food stamps; (12) children in families receiving TANF; (13) children in public prekindergarten programs; (14) children in state subsidized child care; and (15) children in foster care. Section 1 of the data book provides an overview of findings, describes benefits of various state and federal programs, and presents statewide findings for nine indicators. This section also provides guidelines for understanding the county fact sheets, indicator definitions and data sources, and federal poverty guidelines. Among the major findings, the data book notes that even though more mothers are receiving prenatal care, the low birthweight rate is increasing. There has been a small increase in infant mortality since 1996, with a consistent decrease in the child death rate since 1991; the teen violent death rate has declined since 1985. The teen birth rate has declined since 1994. The juvenile violent crime arrest rate has declined since 1994. Section 2 of the data book presents maps detailing county data for 15 indicators. Section 3, the bulk of the data book, contains state and county fact sheets detailing indicator trends, while section 4 presents tables comparing county data for each indicator. (KB)
