Financial aid provided to students in the University of Wisconsin (UW) system is described. In 1996-1997, 75,666 UW system undergraduate and graduate students received $404.9 million in a combination of need based and non-need based financial aid. This represented an increase of 1,319 students and $16.2 million above 1995-1996 levels. Over half of all undergraduates and one-third of graduates received financial aid in 1996-1997. Over four out of five financial aid dollars (84%) in the UW system were provided, or underwritten, through a federal program, and state funded sources accounted for 8% of the total, with the remaining dollars from institutional (4%) and other sources (3%). In 1996-1997, 70% of total aid was in the form of loans, 27% was in the form of grants, and 3% was in the form of work programs. Over two-fifths (41%) of all UW students borrowed through a financial aid loan program in 1996-1997, and less than one-third (29%) received grants. Approximately one quarter of the undergraduate aid recipients were classified as independent for financial aid purposes. Nearly three-fifths (58%) of all UW resident undergraduates have debt on completing a Bachelor's degree, compared to two-thirds in the mid-1980s. The average undergraduate's debt on graduation was $13,332, and 27% of this debt came from non-need based loans.
