This report contains collective data on Hawaii's schools for the school year 1998-1999, showing trends over time and, where appropriate, comparisons with data from other states. The report covers public education from kindergarten through grade 12, with data from all 251 schools in Hawaii. Enrollment growth has declined sharply in the past 3 years, and overall enrollment actually declined by 1% in 1998-1999 in all but one school district. The numbers and proportions of students with special needs are increasing. These students are those from poor economic circumstances, those with limited English proficiency, and those who need special education services. Fiscal constraints have limited the state's efforts to reduce the pupil-to-teacher ratio, and, in fact, the state's financial commitment to public education, as indicated by the percentage of state and local revenue allotted to the schools, remains questionable. Hawaii currently spends more than $800 less per pupil than the national average. Many schools need additional classrooms, and other facilities are underdeveloped. The state's schools are well over the national average in size. The report also contains information on student absences, school improvement priorities, standardized test results, dropouts, school completion, and student discipline.
