This report presents information on three topics for which Congress mandated annual reports starting in 2001. Information comes from state surveys on teacher certification and licensure assessments, teacher candidate pass rates, and waivers of certification or licensure requirements. In 37 states, individuals can qualify for initial certificate or license by earning a bachelor's degree in education or a content area. In 11 states, people must earn degrees in a content area. While 35 states specify course requirements in the field of education, 11 states prescribe specific course requirements above and beyond general program and degree requirements. While 10 states do not require any teacher assessment for initial certification or licensure, 45 states require written assessments. A total of 20 states provide teacher preparation program pass rates on state-required assessments. Some waiver data are required by 45 states. Of the 34 states reporting comparisons between high- and low-poverty districts, 20 indicated that high-poverty districts had higher percentages of teachers with waivers. Four appendixes present: a list of praxis tests, scores, and state cut scores, 1998-99; a list of NES-developed state tests, 1998; teachers with waivers, by state, high- and low-poverty districts, and selected fields; and the questionnaire.
