A folded sheet of newsprint printed on the same press as the Communist newspaper "The Guardian," advocating a no vote for the referendum held on 22 September 1951: to give the Commonwealth Parliament power to make laws with respect to communists and communism where this was necessary for the security of the Commonwealth (not carried). The referendum was not held in conjunction with a federal election. The content is the same as in the New South Wales Communist Party's publication with the same title, although the layout is slightly different.
