This report presents the findings and recommendations of an inquiry into compensation and rehabilitation for defence force veterans in Australia. The inquiry investigated whether the current system is fit for purpose now and into the future, the efficiency and effectiveness of the legislative framework, governance, administrative and service delivery arrangements, and opportunities for simplification. Services for ex-service personnel and veterans and their families are considered. Overall, the report argues that the current system requires fundamental reform, finding that it fails to focus on the lifetime wellbeing of veterans and is overly complex, inequitable, and poorly administered. New governance, funding and cross-agency arrangements are proposed. This report is presented across two volumes.
