T he SPRP is an overarching state planning instrument that regulates new development at the development assessment stage. The SPRP covers areas of the highest priority for koala conservation action. This incorporates priority koala assessable development areas which are made up of the Koala Coast and Pine Rivers areas, and the koala assessable development areas which are made up of areas managed under previous state koala conservation initiatives.
The amended South East Queensland Koala Conservation State Planning Regulatory Provisions was made on November 2015 to give permanent effect to the offset provisions as made in the Environmental Offsets (Transitional) Regulation 2014.

- Editors note: The South East Queensland Koala Conservation State Planning Regulatory Provisions was made in May 2010. The Environmental Offsets (Transitional) Regulation 2014 provided for an offset ratio of 3:1, which over-rode the SPRP ratio of 5:1. The draft amended South East Queensland Koala Conservation State Planning Regulatory Provisions tookimmediate effect on 26 June 2015 prior to the expiry of the Environmental Offsets Transitional) Regulation 2014, to give continued effect to the offset provisions. The amended South East Queensland Koala Conservation State Planning Regulatory Provisions was made on November 2015 to give permanent effect to the offset provisions.
