"The Coordination Committee on Science and Technology (CCST) formed the University-Industry Interaction Working Group in response to a presentation by the Australian Research Council (ARC) to the Prime Miniser's Science, Engineering and Innovation Council (PMSEIC) on 29 May 1998. The working group defined the scope of its task by identifying terms of reference that it would address and against which it would report to CCST. Those terms of reference were to: identify, through a mapping exercise, the nature and extent of current university-industry interaction (and any barriers to such an interaction) including that which does not depend on government support; consider the model necessary to encorage appropriate levels of university-industry interaction; and consider the role of government, universities and industry in enhancing and promoting university-industry interaction and the most appropriate mechanisims to allow the government to discharge this role." -- Terms of Reference, p. v.
