"The Basin Plan aims to strike a balance between access to water for Basin communities, while also providing water for the environment, for the benefit of all Australians. Sustainable diversion limits (SDLs) are fundamental to the success of the Basin Plan. They limit how much water, on average, can be used in the Basin by towns and communities, farmers, and industries, while keeping the rivers and environment healthy. The SDLs are the long-term average annual limit of consumptive water that can be used in each surface water and groundwater management unit in the Murray-Darling Basin.SDL accounting is a shared responsibility between the Murray-Darling Basin Authority (MDBA) and the Basin states. The Basin states provide the water take information to the MDBA, and the data is then assessed and synthesized into the SDL accounts (known as registers of take). The MDBA prepares the registers in accordance with the Basin Plan. The Inspector-General of Water Compliance audits, investigates and enforces compliance with SDLs. Continuous improvement of the accounts based on science, policy and community engagement is critical to effective management into the future. In 2019, an Independent Panel was commissioned to review the SDL accounting framework of the MDBA against the Organisation for Economic Co-operation and Development's (OECD's) Health Check for Water Resources Allocation Criteria. The Independent Panel found the SDL accounting framework to be conceptually sound and made recommendations to improve the framework. The SDL accounting framework improvement strategy 2020-20252 (the improvement strategy 2020) was developed to implement the recommendations of the Independent Panel review across three tranches, with the MDBA and the Basin states working collaboratively to deliver the activities. This report - the improvement strategy 2023 - is a successor to the improvement strategy 2020. It details the progress so far on implementation, the legislative changes impacting the delivery, and the re-prioritisation of activities in the improvement strategy."--Executive summary.
