Alarmed at the increasing costs of the Parliamentary Papers Series and the burgeoning number of papers included in the series, the Committee resolved to undertake a review of the cost and distribution of the series. It was also concerned with the increase in the number of papers that did not fall clearly within the publishing guidelines, but were of such significance as to warrant inclusion in the series. The production of bound volumes of Parliamentary Papers was also identified as a high cost component in the production with only a small number of recipients benefitting. While mindful of the need to cut costs in the production and distribution of the Series, the Committee was also aware of archival and research value and the need to maintain access to important Government legislation under Freedom of Information legislation.
