The collection comprises papers on the history of the University of Papua New Guinea including planning, building, consultations, development and staffing. There are papers on localisation and staff development, seminar, conference and working papers by Sloper and papers on the development of the Teachers College at Goroka. In 1972, during his term as staff officer at the University of Papua New Guinea, Sloper was awarded a Churchill Fellowship. Letters, diaries, reports and papers collected during his study tour of universities and ministries in East Africa and Southeast Asia form part of this collection.
Additionally, there are general papers on staffing, education and politics, Papua New Guinea and local areas, the University of Papua New Guinea and Goroka Teachers College, the Churchill Trust, a telegram, newspaper cutting, correspondence, itinerary, reports, notes and correspondence. Correspondents include Roly Gill, Anthony Roland-Jones and Ivor G. Meddleton.

David Sloper gained a Bachelor of Arts at the University of Sydney in 1968, and a Diploma in Education in Developing Countries by coursework at the University of Papua New Guinea in 1971. In 1975 he gained a Master of Educational Administration at the University of New England and a PhD at the University of New England in 1994 with his thesis, ‘The Office and role of vice-chancellor in Australian Universities’.
He was a Consultant in Human Resource, Management and Organisation Development and an Honorary Fellow at the University of New England. During 1996-1997 he was principal consultant to the National Higher Education Action Plan in Cambodia. His memberships include the Australian College of Education and the Association for Tertiary Education Management, and he is a life member of the Commonwealth Council for Educational Administration.
The author of several books and a large number of articles, Sloper received various scholarly awards, including the Churchill Fellowship in 1972 while working as the Localisation Officer at the University of Papua New Guinea. During the course of the Fellowship he conducted study tours of Universities in Malawi, Uganda, India, Zambia, Tanzania and Kenya.
Sloper was a staff member at the University of Papua New Guinea from 1969-1976, and worked with the Goroka Teacher’s College during its amalgamation with the University of Papua New Guinea in 1975. One of his later positions, in 1982-1983, was that of Consultant to the World Bank Small Enterprise Development Project in Indonesia where he worked with the Institut Pertanian Bogor Project.

The collection was donated to the Library by David Sloper through the University of New England Archives in 1997

The library has arranged the material into four series. Many of the papers were in files and the contents have been kept intact. Published items relating to Papua New Guinea which were received with this collection have been incorporated into the Library’s general collections. Indonesian material relating to Institut Pertanian Bogor has been integrated into the general collection.
