Gray speaks about working as a clerk in the Welfare Branch of the Northern Territory Department of the Interior in 1961-63 and about his appointment as a Patrol Officer in 1963. He outlines the legal powers of a Patrol Officer and his training and work as a Patrol Officer. In 1968, Gray was appointed as the Superintendent at Garden Point Settlement, Melville Island. He talks about his administrative role to resettle the children in other institutions over subsequent years, the conditions in Northern Territory institutions for separated children, and his views on the Bringing Them Home Inquiry.

Bill Gray held various positions with Dept. of Territories, NT, 1962-73; Adviser on Aboriginal issues, Ranger Inquiry 1974-76; Assistant Secretary, Commonwealth Dept. of Aboriginal Affairs (DAA), 1979-85; Secretary, DAA, 1988-90; chaired ATSIC Task Force 1990-91; Chief Exective Officer, ATSIC, 1991-96; other senior positions in Canberra and on international bodies; and Commonwealth Electoral Commissioner, 1994-1999.
