The document begins by considering the underlying assumptions of open education and the development of open education in Great Britain and the United States. Several definitions and descriptions of open education are cited. The main body of the document deals with the effects of open education on student achievement, student attitudes and behavior, the role and attitude of teachers and administrators, parent and community opinion, and school costs. The results of surveys and evaluation tests conducted in previous studies are presented. The document also considers the problem of student adjustment in the transition from an open to a traditional school. A 201-item bibliography, based on a search of published and unpublished literature on open education through December 1973, is included. (Author/DN)
