A research project was conducted by Des Moines Area Community College (DMACC) to investigate the computer-based education (CBE) needs of DMACC, design a CBE system to meet those needs, provide a plan for implementing that system, and justify implementation costs. The project report begins by discussing initial planning activities, including efforts to define the areas of emphasis for the study and to identify the logistical problems in executing project activities. The report then examines DMACC's mission and goals, the current use of computers at the college, and the instructional problem areas that, in the opinion of the interviewed faculty members, could be ameliorated by a CBE system. The five goals for the CBE system developed on the basis of this needs assessment were: to provide alternative modes of delivery for instruction and testing; to facilitate cognitive mapping and other tools of educational analysis; to improve the instructional experiences of students; to provide staff development in the area of CBE; and to achieve computer literacy among students and staff. The report then details the recommended plan for implementing the system; projects the costs and analyzes the expected qualitative and quantitative benefits of the proposed system; and presents the recommendations of the project team. A chart delineating activities and time frames for CBE implementation is provided. (JP)
