This booklet is designed to assist community colleges in the design and implementation of staff and organizational development programs and reviews relevant issues and provides practical ideas for successful development efforts. After chapter I briefly introduces the audience for and intent of the booklet, chapter II describes 12 development program success factors: obtaining top management support; assigning responsibility; tailoring the program to individual college needs; emulating professional seminar/workshop conditions; emphasizing application, not theory; including take-with materials; starting and ending on time; enhancing participants' self-esteem; ending with an action plan; and evaluating results. Chapter III describes specific activities for beginning a development program; e.g., obtaining presidential commitment, assigning responsibilities, and forming and orienting a steering committee. Chapter IV discusses needs assessment activities such as determining current activities and perceived needs, and listing and assigning priorities potential areas of emphasis. Chapter V examines program design, stressing the need to respond to the top three employee desires, include all staff in the planning process, consider overlapping activities, and develop objectives during the planning phase. Chapter VI addresses program implementation considerations, including delivery mechanisms, program marketing strategies, materials development, and sample activities. Finally, chapter VII reviews evaluation and assessment strategies. Appendixes include a survey to assess staff development activities occurring and/or planned, an objectives sheet for a development workshop, and a workshop promotional flyer. (PAA)
