- Summary:
-
In serving two purposes, this paper explores elements in the current gap between what is known and what is practiced about how to influence student achievement and proposes a conceptual framework and an action model for rethinking the organization, management, and technologies of instructional programs. A comprehensive goal-based and role-based planning model is presented that offers specific recommendations for the inservice training of administrators and instructional staff to promote improved individual performance. The model is in three parts: part 1 defines the targets for district improvement efforts and the beliefs about those targets; part 2 provides district standards for the performance of all role sets; and part 3 presents the process for managing organizational behavior (individual performances) to complement selected district priorities.
