As a result of the changes in certification procedures for foreign language teachers in Florida, a syllabus was designed that could be used by both university professors and by district level supervisors to provide preservice and inservice training for teachers of foreign languages in the elementary schools (FLES). The syllabus follows a functional/collaborative process that incorporates the following elements: (1) review of literature and materials; (2) collaborative developmental meetings; (3) state and national surveys; (4) individual interviews; (5) videotaping; and (6) review by, and suggetions from, consultants. The functional/collaborative curriculum design process used to develop the syllabus allowed for maximum contribution of ideas from all FLES professionals in Florida. In addition, survey and interview data also insured that the more global concerns of the profession would be addressed. Supporting materials were designed and selected to aid university and district course developers in designing FLES methods courses that would meet both the state certification guidelines and district level needs. The supporting materials include the following: selected readings in FLES theory and research, an annotated reference bibliography, and an annotated bibliograhy of FLES program support materials.
