Isaacs, a non-Indigenous writer, book publisher and Research Officer, Council for the Arts, 1970-73, discusses government policies in relation to Aboriginal arts programs. She speaks about her family background and her university studies in anthropology. She began her working life with the Department of Education, before joining the Australian Council for the Arts as a research assistant. She describes the work of the Council in promoting and fostering Aboriginal artists, and efforts by state and territory governments to obstruct these initiatives. She talks about the opinions and prejudices that underpinned the policy of removal and her work with Nugget Coombs, who after 19 years as Governor of the Reserve Bank, among other activities, advised governments on Indigenous policy areas; the differences in the Council's attitude towards 'real' and mixed-descent Aboriginal artists; and about the attitudes of missionaries towards Aboriginal people.
