Brian Essai was born Bangalore, India 1922. He was educated at British schools in the Bombay region and completed a Bachelor of Economics at the London School of Economics. On his return to India he worked as an advertising manager in a firm and in 1946 married Beryl Ross. In 1950 he emigrated to Australia with his wife and two children. He was later appointed assistant to the Administrator of Papua New Guinea a position he held until 1960. His major achievement was creating a division of the public service of Papua New Guinea and planning the prison system of PNG. On his return to Australia in 1960 he worked in the policy Branch of the Australian Atomic Energy Commission until 1963. In 1961 his reference book 'Papua and New Guinea : a contemporary Survey' was published. He also became the Director, Research and Statistics in the Department of Immigration, 1966. In the mid 1970s he became Chief Migration Officer where he also set up policy guidelines for establishing Migrant Resource Centres.
