Testimony of various witnesses, including representatives from a paralegal training institute, paralegals, educators, lawyers, and bar associations, respond to the assertions that because they save from one-quarter to one-half of the cost of a lawyer's time, paralegals can be a major factor in lowering the cost and increasing the availability of legal services, against the argument that paralegals merely make more money for lawyers. The organized bar's effort to "safeguard the public" by controlling the accreditation of paralegal training programs is reviewed. (MJM)
