This is the seventh annual report of the National Advisory Council on Supplementary Centers and Services. Title III of the Elementary and Secondary Education Act (ESEA) and the National Advisory Council will cease to exist with the implementation of the new, 1974 education amendments. In essence, Title III will be continued in Title IV of the new legislation as it is consolidated with six other programs. The emphasis of this report is on the new mandate as revealed in the legislation behind the 1974 education amendments and on 15 recommendations that address the need for organizational development and leadership on the part of the United States Congress, the United States Office of Education, the National Advisory Council on Supplementary Centers and Services, state education agencies, state advisory councils, and local education agencies. A chart presents the ESEA Title III allocations for fiscal years 1966-1975. (Author/IRT)
