The first annual Community Educational Services Assembly brought together 95 representatives of community organizations and educational institutions in the Cleveland area to identify the educational needs of their constituents and available resources for educational collaboration between community colleges and urban agencies. Presentations by Richard Tompkins and Steven Minter on "The Community Service Function of Educational Institutions: Some Thoughts on Cooperative Programming" make up the bulk of the document. The first author gives examples of three agencies that developed regional perinatal care, management training, and consumer-oriented programs. The second author discusses six broad activity areas proposed by communities, including revitalization of neighborhoods, services to children with special needs, services to the elderly, leadership development activities, development of advocacy programs, and services for women. A summary list of 16 constituency groups ranging from semi-literates to service groups and their relevant target skills is presented, with skill areas divided into basic, technical, community research, community leadership, and management.
