School desegregation has been one of the most controversial issues on the American political scene during the last quarter century and has sparked considerable controversy among researchers as well as among the general public. Although there has been very real disagreement among researchers on a number of specific issues, virtually all recent reviews of the literature on school desegregation agree on one point--that, taken as a whole, the research on the effects of school desegregation on children is quite inconclusive. Conceptual problems have contributed in important ways to the inconclusiveness of the literature on the effect of desegregation on black and white students, particularly in terms of lack of attention paid to the nature of the independent variable, too much focus on outcomes rather than process, insufficient attention to the precise nature of the expected outcomes, and the selection of instruments sensitive to interracial attitudes.
