This document presents witnesses' testimonies and prepared statements from the Congressional hearing held in Philadelphia, Pennsylvania to examine reports of inappropriate, at times illegal, denials of critical home health care to sick older Americans. In his opening statement, Senator John Heinz presents examples of victims who were denied proper medical care and discusses the government's role in assuring high quality health care to those in need. Videotaped testimonies are heard from four Medicare beneficiaries who were denied Medicare benefits for needed home health care services: Florence Bodie, John Schuh, Harvey Simms, and Harry Welling. Sharon Mey and Rosemary Jenkins describe their experiences with relatives who required home care. Other witnesses providing testimony include: (1) Gerald Shuttlesworth from Albert Gallatin Visiting Nurse Association; (2) Catherine Frasca from South Hills Health Systems; (3) Marilyn Koch from the Health Care Financing Administration; and (4) Thomas McElvogue from Blue Cross of Greater Philadelphia. Witnesses describe personal experiences, testify about denial of rightful care, and explain how home health agencies are turning away patients rather than absorbing the risk of financial loss from denials. A statement of the Pennsylvania Association of Home Health Agencies concerning purposes and services of the organization and a press release of the National Association for Home Health Care are appended.
