Members of the National School Boards Association Commission on New Communication in Public School Educational Operations met during the fall of 1987 and winter of 1988 for discussions of the communications issues facing schools and the obstacles to solving them. Out of these talks came a series of broad recommendations on how best to work toward educational excellence through improved communication. The first chapter discusses recommendations for improving teaching as reviewed in several reports: "A Nation at Risk" (1981); "A Nation Prepared: Teachers for the 21st Century" (1986); and "Tomorrow's Teachers" (1986). The second chapter proposes mechanisms for change using union and nonunion mechanisms as well as better communications efforts. The third chapter is a review of selected local and state efforts underway around the country that seem to be producing results. Chapter 4 identifies the "enemies" of change at work in most school districts: high reform costs, shifts of authority, and assessment and adjustment of change. In the final chapter, seven recommendations are aimed at assisting school board members and others with an interest in examining, evaluating, and implementing collaborative partnerships that enhance communications within school districts and improve education operations. Appended are (1) education reform report recommendations; (2) funding sources; and (3) a 138-item bibliography. (SI)
