Presented is Washington's program plan for operating and administering Public Law 94-142, The Education of All Handicapped Children Act, and the Preschool Incentive Grant Proposal for fiscal years 1987-1989. The plan contains submission statements and certificates, written comments received from the public regarding the state plan, and a right to education policy statement. The state's plan for achievement of its full educational opportunity goal is outlined in program areas such as medical services, continuum of alternative placements, occupational therapy, physical education, preschool services, parent counseling/training services, extended school year, severely behaviorally disabled, transitional services, recreational services, and assessment services. Also discussed are regulations and procedures for child identification, individual education programs, procedural safeguards, least restrictive environment, protection in evaluation procedures, personnel development, participation of private school children, placement in private schools, recovery of funds for misclassified students, and annual evaluations. A compliance manual provides information on monitoring the requirements of state regulations. Also included is a report of the staff positions, administrative activities, and services provided by Part B funds. Appendices contain a report of a special education inservice needs survey, nonpublic school/agency approval procedures, the state's funding application for Part B funds, and amendments to the state plan.
